About the PMSD Roadmap

Participatory Market Systems Development (PMSD) is not a tool, a technique or a method; it is an approach -a lens through which we understand the markets around us and interact with the people, contexts and forces that constantly shape them. PMSD is based on the principles of Facilitation, Participation and Systems Thinking.

PMSD is, in a nutshell, an approach to create good conditions for a wide range of key market actors (both public and private) to create solutions and changes that make sense to them and that contribute to making their market systems more inclusive, productive and efficient.

PMSD does use a set of tools, processes and techniques (but remember that PMSD is much more than that). A few examples of the most relevant are: the market map and participatory market mapping, interest forums, market opportunity groups and catalytic subsidies, amongst others. These tools, processes and techniques are constantly evolving thanks to the inputs from Practical Action's teams in Latin America, South Asia and Africa, and our partners and friends who are also using PMSD for their own programmes.

Back in 2004, when the Markets and Livelihoods International Team (led by Alison Griffith) started creating and testing what later became PMSD, we were convinced that it was enough for field practitioners to have a good understanding of the three principles mentioned above and the market map, but we were wrong. As PMSD became more popular within Practical Action, our colleagues in the field started asking for more detailed guidance on how to implement PMSD in practice; for example, how to design a project; how to organise a market mapping workshop; how to select and engage key stakeholders; how to help them to implement their plans; and how to use subsidies.  This is what led us to create the PMSD Roadmap.

The PMSD Roadmap is a structured sequence of steps designed to inspire, guide and train practitioners in how to facilitate PMSD on the ground.  It is not "a recipe to do PMSD"; each market system, each development organisation, and each project team are different and adaptations are essential to make it work successfully.

Under each step you will find guidance notes, training materials, recommendations, case studies and links to further resources to help you adapt and tailor the PMSD process to the unique conditions of the context in which you are operating.
